Root XXUENC3 Android 4.3 Method Details:

This root method will root Galaxy Note 2 N7100 on XXUENC3 Android 4.3 firmware and also install ClockworkMod recovery with it. You do not need to already have CWM installed, as this root package will use ODIN.
Make sure you are on the XXUENC3 Android 4.3 firmware. Go to Settings > About phone to check.
